ESTABLISHING A RENEWABLE ENERGY FUND
Summary: This bill would establish a fund, administered by the Alaska Energy Authority, to help communities fund and develop alternative energy projects. (sponsor statement)

NET ENERGY METERING
Summary: This bill would establish a net metering policy for Alaskan utilities. The purpose of net metering is to promote the use of renewable energy by property and business owners. The bill imposes a cap of 25 kilowatts per property and exempts utilities that produce 100% renewable electricity. (sponsor statement)

ALASKA MARINE HIGHWAY AUTHORITY
Summary: This bill would establish an Alaska Marine Highway Authority to be the exclusive State agency associated with all aspects of the AK Marine Highway system.

HB 298 (Johansen)
MARINE HIGHWAY LONG-RANGE PLAN
Summary: This bills would call for a 14-year comprehensive long-range capital improvement plan to the Alaska Marine Highway System. Including vessel status, funds required to maintain vessels, whether replacement is needed and cost to replace such vessels. Also includes preferred ferry service scenarios between ports.

HEATING ASSISTANCE PROGRAM
Summary: This bill would establish a state heating assistance program to supplement the federal heating assistance program. Residents of Alaska with a gross household income between 150%-175% of the federal poverty guidelines would be eligible under this program.

POWER PROJECT FUND/BULK FUEL LOAN FUND
Summary: This bill authorizes the Alaska Energy Authority to borrow money from the power project fund for the bulk fuel revolving loan fund to repay money borrowed. Loans must be less than $2M or 10% of the cumulative cash balance.

HIGHWAY DESIGN FLEXIBILITY/MUNICIPALITIES
Summary: Amends AS 19.10.160(a) to include language that states highway construction standards to be consistent with the flexibility guidelines used by the Federal Highway Administration and lists such criteria to consider when approving construction and maintenance of highways.

Summary: This bill would establish a 15-member task force to prepare recommendations on energy development, programs, feasibility, etc. This task force must meet at least four times before submitting its proposals by March 1, 2009 & 2010.

Summary: This bill adds language to the Alaska public utilities exemptions statute to include a water or wastewater utility owned by a political subdivision that does not compete with another water/wastewater utility.

Summary: This bill would establish a separate endowment trust fund of the state for transportation. Five percent of a five-year fiscal average of the funds market assets would be available for appropriation toward transportation-related capital projects.
