AML Climate Pollution Reduction Grant (CPRG) Planning Project
Energy security and affordability projects will significantly enhance the quality of life in Alaska’s municipalities by reducing dependence on expensive and unstable fuel imports. These initiatives are intended to help lower energy costs for residents, especially in remote and rural communities where prices are often much higher. Through partnerships with state and federal agencies, these investments can improve quality of life, create jobs, stimulate economic growth, and build more durable infrastructure suited to the challenging environments experienced across the state. Overall, these projects will support long-term community resilience by making energy more accessible, reliable, and affordable for Alaskans.

Project Description:

The Alaska Municipal League is working on behalf of the Alaska Department of Environmental Conservation (DEC) to complete the tasks identified in the Climate Pollution Reduction Grants (CPRG) program. In December 2025 AML and DEC submitted Alaska’s Comprehensive Sustainable Energy Action Plan (CSEAP) to the EPA. This effort identified policies, programs, and projects (measures) that reduce greenhouse gas emissions while helping Alaska communities achieve benefits like energy cost reductions, quality of life, and energy independence. By working with the CPRG program, AML can help provide easier access to federal funds for the energy needs that Alaska communities have, both in the near- and long-term via planning that complements energy project development work being conducted by AML and other partners around the state.

Key Objectives

The CSEAP development included collaboration with state agencies, tribes, and local governments to address all emissions sectors (buildings, electric generation, transportation, land use, and industrial) to identify opportunities to reduce emissions while providing community benefits. The next phase of the project is to track and support the recommendations made in the report.

Enhance Energy Security and Sustainability:

Increase the resilience and affordability of energy around Alaska while reducing emissions by bringing resources to a variety of projects and programs.

Identify Energy Workforce Needs and Opportunities:

Via the workforce planning analysis, the plan identifies needs in Alaska’s energy workforce and policy and programmatic solutions to meet these needs.

Greater Access to Community Energy Data:

AML is working with project partners to develop a community emissions inventory tool. local agencies will have access to emissions data along with the added ability to quantify potential emissions reduction of planned projects.
