FIRE CHIEF

Step Classification:                            S-M ($89,844.06 – $143,174.09)

Terms:                                                 Permanent Full Time Position

 

Qualifications:

Preferred Bachelors Degree and experience in Fire Department administration management. Certificates include: IFSAC or Pro Board Fire Fighter I certified (II preferred) (or ability to obtain within 1 year of date of hire), Alaska State EMT II certified (III preferred), American Heart Association BLS Instructor certificate (or ability to obtain within 1 year of date of hire), possess a minimum of two years of administrative/supervisory experience, possess experience working with a combination volunteer/career fire department, knowledge of fire department administrative practices, ICS 100, 200, 700, 800 (ability to obtain 300 and 400 within 1 year of date of hire), fire instructor preferred (or ability to obtain within 2 years). Must be 21 years of age. Must have a valid Alaska driver’s license. No felony or disqualifying criminal history and may go through a pre-employment background check if requested. Must pass a complete physical exam, drug test and demonstrate excellent physical health. Frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include: close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

 

Responsibilities:

Responsible for the recruitment and training of volunteers for the Borough Fire/EMS Department. Will directly oversee EMS/Fire Department Coordinator. Will oversee directly or by designee all divisions such as Fire Training and Fire Ground Operations. Responsible for the operation and maintenance of specialized equipment. Plans, organizes, prioritizes, disciplines and directs the activities of the department. Assures the total operations effectiveness of the department. Establishes and implements operational policies, goals and objectives for the department. Prepares and presents the annual departmental budget. Maintains records and prepares reports on a variety of subjects. Evaluates the work of paid and volunteer staff, including working alongside Deputy Fire Chief; identifies training needs and provides counseling as needed. Work with the LEPC (local emergency planning committee). Ability to organize, command and effectively operate any emergency involving all department heads in a disaster incident such as a unified command structure. Ability to perform as the On-Scene-Commander in a disaster emergency. Ability to manage daily responses and long term incidents using sound incident management principles. Ability to train and supervise subordinate personnel. Ability to perform work requiring good physical condition. Ability to communicate effectively orally and in writing. Ability to effectively give and receive verbal and written instructions. Ability to establish and maintain effective working relationships with other employees, supervisors, and the public. Work schedule will vary to support volunteer trainings and meetings held on nights and weekends. Establishes and maintains good working relationships with community groups, agencies and the media. Attends monthly Borough Assembly meetings and Borough Manager Staff meetings. Fire Chief may modify work schedule to accommodate training schedules and other department activities. Must comply with the Borough Credit Card Policies when using a Borough credit card for purchases. Responsible for the department budget and staying within the budget spending parameters. Responsible to ensure time cards are turned in on time and reviewed for accuracy. This is a uniformed position.

 

Duties and Tasks Performed:

·         Plans, organizes, prioritizes, disciplines and directs all activities for the Fire Department. Assures the total operational effectiveness of the department.

·         Establishes and implements operational policies, goals and objectives for the department.

·         Prepares and presents the annual department budget.

·         Maintains records and prepares reports on a variety of subjects.

·         Must comply with the Borough Credit Card Policy when using a Borough credit card for purchases.

·         Responsible for the department budget and staying within the budget spending parameters.

·         Ensure time cards are turned in on time and reviewed for accuracy.

·         Plan and coordinate activities with physicians, hospitals, other government and Borough agencies.

·         Evaluates the work of staff. Identifies training needs and provides counseling as needed.

·         Establishes and maintains good working relationships with community groups, agencies and the media.

·         Assist in emergency management to include assisting in emergency operation plans.

·         Use and insure operational readiness of ambulance, fire departments, fire pumps, hoses and other standard firefighting equipment; such as, ladders, first aid equipment, radios, pagers, department computers, fax machine, copy/printer/scanner machine and multiple phone line telephones.

·         Inform Borough Manager of any operational readiness issues concerning equipment of personnel.

·         Develop and maintain a community fire prevention program with public education dealing with fire prevention.

·         Maintain strict control of any and all property once arriving at in incident, until all operations and investigations are complete.

·         Maintain all Federal, State and local paperwork that is required as registration, grants, surveys, etc. Which deals with all divisions of Fire Department needs to better serve the community.

·         Perform fire inspections as required by commercial occupancies.

·         Evaluate and develop ordinances or recommend changes to bring to the Borough Manager for considerations for the sole purpose of fire suppression, fire prevention and fire training when needed.

·         Responsible for position description reviews and updates coordinated through the Borough Manager for approval.

·         Required to submit a monthly department report to the Borough Clerk for monthly Assembly meetings.

·         Required to attend monthly Borough Assembly meetings.

·         Performs other duties as assigned by the Borough Manager.
