Updated RFP: On-Call Planning and Project Support Services

The Alaska Municipal League (AML) is issuing a request for proposals from experienced firms, individuals, and consultant teams to provide On-Call Planning and Project Support Services. The selected contractors will help move important planning and infrastructure projects forward in communities across Alaska. This is an opportunity to support cities, boroughs, unified municipalities, and other AML members and partners by providing practical expertise, added capacity, and project-specific assistance.

AML plans to create a flexible pool of on-call contractors with complementary skills. Work may include community and strategic planning; transportation and mobility planning; community development and infrastructure planning; resilience and energy planning; public engagement; data, GIS, and mapping; grants and capacity building; engineering and design; specialized technical services; and project management and delivery support.

Offerors may propose services in one or more categories and do not need to provide every service listed in the RFP. AML may award up to five Indefinite Delivery/Indefinite Quantity (IDIQ) master agreements with anticipated five-year terms. Specific projects, schedules, deliverables, and budgets will be established through individual Work Orders. Offerors must demonstrate at least five years of relevant experience for each selected service category and provide any professional licenses required for the proposed work. An award does not guarantee a minimum amount of work, revenue, or number of Work Orders.

Attachment B – Cost Proposal Workbook is required and is not included with the RFP. Request it using the contact information above. Follow the workbook instructions and submit it in its original Excel format. Do not convert it to PDF or change its service-category names, rate levels, evaluation hours, or formulas.

Questions must be submitted by email by August 24, 2026. AML’s written answers will be posted by August 28, 2026, as an updated attachment to this posting. Only written information issued by AML is official.

Proposals are due by September 10, 2026, at 4:00 p.m. Alaska Time. Use the email subject line Planning and Project Support Services – [Offeror Name].

Submit two separate files:

1.One PDF containing:

•  A signed cover letter.
• A technical proposal of no more than 10 pages.
• A one-page resume for each key team member.
• A completed and signed Attachment A – Offeror Certification.

2. One Excel file containing:

• The completed Attachment B – Cost Proposal Workbook.

The RFP also explains requirements that may apply before a contract is signed or work is assigned, including an Alaska business license, insurance, professional licensing, federal eligibility, and funding-related compliance. Offerors are responsible for confirming that AML received both required files and that the files can be opened. Late proposals will not be accepted.
